If you even bothered to read the review or watch and ponder a little about the Texas AA stats, you would notice it only punishes bad CV captains. Next up, Omaha-class without a Citadel but with slightly worse rudder shift. Yeah because complete immunity to one of the classes that is your supposed counter is only negated by a minor mobility nerf.
